After install move the "license" to:

C:\Program Files\Adobe\Adobe Illustrator CC 2019\Support Files\Contents\Windows

Now to change language, open package installer in:

AdobeIllustrator23_HD_win64.zip\products\ILST

Extract the "AdobeIllustrator23-en_US.zip" language pack file

replace the files pt_BR to em USA in any folders.
